Issue is 100% reproducible

How to reproduce

Steps to reproduce the behavior:

Turn on the laptop into normal mode/state
Disconnect the power adaptor
Navigate through the OS' GUI and applications to check performance (behaviour and response time)

Expected behavior

The overall system performance should barely be affected, it least it shouldn't be as noticeable at normal office use.

Actual behavior

The overall system performance is annoyingly limited.
