Act vs. power-liability relation

In our recent Semantics paper, we identify our design choice of defining Act frames instead of directly modeling the underlying power-liability relation (the latter being, interestingly, what Griffo et al. do).

Let's discuss what the differences are, and the advantages and disadvantages of either approach.

@robertvandoesburg I don't recall seeing a discussion about this specific question in the earlier FLINT papers, but please do point me to any relevant passages.
