Improvements for PersonNotifier::Mailer's content_summary

  • Fixes an error when displaying reply_scrap_on_self notifications
  • Updates reply_scrap_on_self description
  • Improves PersonNotifier::Mailer, so it will still send the notifications, even if one fails to render
