automagic template website inconsistent

on website repo, ci job fails with 'Website.Build' job needs 'Website.Lint' job, but 'Website.Lint' is not in any previous stage see https://gitlab.com/nofusscomputing/infrastructure/website/-/pipelines/881184075. this is due to an inconsistency in the rules which is allowing the build job to be created when it shouldn't be. this requires correction
