commitizen cant bump version when there are no new commits

job failed as commitizen couldn't find changes. see if there is a way to do the version bump when there are no changes. especially when going from rc to full release

this issue prevents the gitlab release from running automatically on dev as a merge to master will fail as there will be no changes on dev due to auto running.
