Github ansible/awx/issues/14693 - failed to parse JSON

implement the changes required from https://github.com/ansible/awx/issues/14693 so that the receptor fixes are included in this image.

• Set the receptor image to use a set version so it's easier to track.

• ONLY CLOSE when the failing jobs in awx pass
