Add Status Command

Add a status command that can deactivate or activate all cron commands by removing or adding them to the cron table.

The existing synchronize command can be used to activate all cron commands.

With no options the command will begin with a status line and display the number of cron commands installed, inactive or otherwise:

php bin/console cron:command:status

With the --activate option the command will perform the existing synchronize command to add the applicable cron commands to the cron table:

php bin/console cron:command:status --activate

With the --pause option the command will remove all the cron commands from the cron table:

php bin/console cron:command:status --pause
