I decided to make this a separate style for two reasons.

 1. Because annotations are so rare, I bet *very* few people will want this

 2. Since I don't know how to pass options to bibtex, I don't know of a better
    way to let the same .bib file serve for both annotated and unannotated
    bibliographies.
