ci: Update to latest lcitool, for FreeBSD

Yet another upstream libvirt-ci tool improvement, to fix the mess with
'awk' being required on OpenSUSE but not a package name on FreeBSD.

Regenerate the CI build scripts to pull in cargo with:

  ../libvirt-ci/bin/lcitool manifest ci/manifest.yml

using libvirt-ci @39d2885c9e
