Implement XEP-0009: Jabber-RPC

• As a component administrator, I would like to offer users a mechanism that enables their applications to make and serve remote procedure calls (RPC) via XMPP.
• As a user, I would like to use XMPP as a transport for making and serving RPC calls in order that I can build distributed applications.
