Implement XEP-0191: Blocking Command

As a component administrator or an endpoint owner I have the ability to restrict access to JIDs matching a regular expression.

Unfortunately, this is not always practical and also, it befalls to the component itself to check whether incoming requests should be accepted or not, whereas with XEP-0191 that job can be offloaded to the server.
