remove timestamp shift from EddFitsClient
timestamp was added to EddFitsClient

After they find and fix this bug at Effelsberg and deploy to production. We must remove the "hack" timestamp shift from our client to make the data consistent again.
During the debugging, they might also change the units of integration time in the edd_fits_interface server. In the past, TNRT TCS receives the packets with integration time in units of milliseconds. We divide by 1000 and store units of seconds in .mbfits files.
It is possible that the Effelsberg fits writer requires microseconds to be consistent with some other spec. So, if the edd_fits_interface server sends us microseconds, TCS EddFitsClient has to divide by 1e6 to be back to seconds.
