Cannot get to run in flatpak bottles

Hi i am having trouble getting this to run in my gw2 with bottles.

when trying to install gw2 taco official or tekkits workshop it says

i don't get why there would not be a settings.conf when i have never run it before.

the packs just stay [DOWNLOADED] (solved?)

I tried making one manually using other issue posts here with the following (removed begin of path)

then it outputs this when trying to run. i know i should not be running this with a made up settings.conf but i do not see why it is not created in first place.
