Create Gitlab Description Templates

Goal:

To create an easy to use and consistent guideline/template system for creating issues and merge requests

Background:

I discovered this feature here: https://docs.gitlab.com/ee/user/project/description_templates.html and I thought it would be useful for us.

Acceptance Criteria:

• Issues have a series of available templates

1. • Bug
2. • Task
3. • Story
4. • Epic

• Merge Requests have a singe template
