Add a Star Fissure dimension that players fall through before going to the overworld

Create a dimension that is just stars and have all star fissure links first lead to falling through that dimension.

Prevent all building in that dimension, and have a set timeout before forcing any entities that join out to the overworld via a Star Fissure link.
