Finish handling JATS journal metadata

There is some code in the JATS importer and exporter, commented out, for reading/writing journal metadata from/to the JATS journal-meta element.

If the journal metadata does need to be stored in the project, this code should be uncommented and tested more thoroughly. A Journal class will also need to be added to @manuscripts/manuscript-json-schema.
