Demonstrate duplicate MR pipeline bug

This MR demonstrates that the "latest" Terraform template now creates duplicate pipelines. If you look at the pipelines for this MR, you will see that the second pipeline is missing all the jobs but kics-iac-sast. This makes the MR pass even if validation, linting, or building fail.
