Create MoodleNet changelog for Monday 11th Feb 2019

Functionality added

• Discussions within collections
• Gravatars to represent users

• Button styles and positions improved, for eg. 'Create a community'
• Increased character limit in text fields
• Moved language selector to menu and removed flags

• Improved metadata import when adding resources
• Users can only add resources & edit collections in communities they've joined
