fix jitter in speed scale indicator per building

The visual representation of the relative speed of a building's production is |||||| on the left of the building. This jitters quite a bit due to variance in Time.deltaTime, garbage collection or other impacts. Smooth out this value by tracking the last X delta times and taking a rolling average.
