Adding groundcover mod to a list does not produce a functional groundcover= line

I'm adding mods to the one-day modlist and I'm adding only a couple at a time. The first two are OAAB_Data (added successfully) and Skyrim Home of the Nords which has problem with the groundcover line looking like this: %!(EXTRA string=groundcover, string=Sky_Main_Grass.esp)

The command line was: ./momw-configurator-linux-amd64 config one-day-morrowind-modernization --run-navmeshtool --run-validator --verbose --dev
