eg25-manager can't open/unlock the modem

Describe your issue

After wake-up from suspend the modem was down and after some time the SIM unlock dialog for the PIN showed up. However, entering and submitting the PIN did not help and the dialog stayed open and had to be canceled. This kept happening until eg25-manger was restarted.

The logs before service restart were:

Expected Behavior

Either unlock should work or actually no unlock should be needed.

Related non-duplicate issues

The issue where a restart of eg25-manager is needed to get the modem working is similar but the difference is that now the unlock dialog shows up but is not working while previously the unlock dialog didn't show up until eg25-manager was restarted
