eg25manager enables IMS / VoLTE at boot

Why does eg25manager enable IMS by default? Not sure there is a side effect if your carrier does not support it. Surely it should preserve whatever IMS setting is already set.
Note that if you send AT+QCFG="ims",0 and then suspend / resume the setting is preserved i.e. eg25manager does not turn it back ON.
If and when there is an IMS / VoLTE toggle on phosh that would (also) have to be respected.
If technically possible, eg25manager should leave the existing IMS setting as it is, not reset it to 1.
