add ofono-iface

Start work on new ofono interface. So far, this detects ofono on dbus and complains if both mm and ofono are running, and if only ofono is running avoids restarting modem on resume.

This is based on original patch by @ollieparanoid, I have more pending patches locally to extend its functionality but needs clean up, uploading this just as a checkpoint. I will go over this during this week.
