config: synchronize with modem-power

Dylan Van Assche requested to merge dylanvanassche/eg25-manager:modem-power-cfgs into master

We cannot assume default factory values if other drivers change them.

I checked the values of the configs set by modem-power on my modem and extended the configs to make sure the settings are aligned with what we expect. fast/poweroff is set by modem-power but may not be supported by older firmware, do not retry this AT command.
