Update to Gitlab 13.x
Problem to solve
Since we started using Gitlab they have made released a major version and is indicated that we follow the version upgrades to be able to use the newest features like:
- Project Tokens - would be a much better solution instead of the EPF bot and has to be evaluated against #678
- Matrix CI Jobs - could be a perfect solution for Hyper-Paramerter search)
- The Kubernetes Pod health dashboard
- New Code editors - which would be great to integrate directly into our UI
Intended users
User experience goal
Gitlab version 13 also increases overall performance

Ideally, we will just update the Docker Image Version

We should create a snapshot of the Production and Staging "HDDs" before starting the migration, in order to be able to perform a rollback
