Sauna is escapable using /rules

Discovered by user Zanemor.

Reproducing

1. Warp to Sauna using /warp sauna.
2. Wait for the fast travel cooldown.
3. Warp to the rules using /rules.

Expected result

The teleport request would be blocked and you would stay in Sauna.

Actual result

You get teleported to the Rules Hall.
