Improvements to sandbox configs

• Increase phpfpm hard limit
• Reduce memory usage of phpfpm
• Upgrade nginx to 1.17 (we are using a legacy version)
• Reduce the cpu requested for phpfpm and nginx (We are frequently getting Insufficient cpu scheduling errors on sandbox env, the cluster is not really under any load)
