WIP: (feat): move e2e to its own repo

Currently blocked by https://gitlab.com/gitlab-org/gitlab-ee/issues/11238.

The multi-pipeline triggers are currently not very useful as they always return as succeeded. Hopefully we can get this out mid-september.
