(bug): Users are not notified when they have been made a moderator or admin of a group.

Summary

NOTE: The accounts involved are @ JakePassi (group owner) and @ testing567 (group member who was made a moderator/admin).

NOTE: Canary mode is turned on.

Steps to reproduce

1. Go to a group you own.
2. Make your secondary account (who is already a member of the group) a moderator or admin.
3. Log out and log in to your secondary account.
4. Click the notifications button.
