What is the current bug behavior?

The upvote/downvote buttons on question pages in help desk don't have a number next to them and they can both be pressed simultaneously.

What is the expected correct behavior?

Users should only be able to press one button. Both should not be allowed to be active at the same time. And pressing either button should add a "1" next to it or increase the number if there is already one next to it.
