Temporarily disable the group and channel selectors for the new onboarding

We want to roll out our new onboarding ui, but the recommendations need to be overhauled. We'll be turning them back on when get the recommendations engine sorted out. Let's try to get onboarding turned on by Monday

• disable (but keep) the suggested channels onboarding step
• disable (but keep) the suggested groups onboarding step
• onboarding should flow as normal
• disable the e2e tests that check for groups and onboarding
