Setup superstructure for new navigation

While the new designs are being finalized, we can started on our new epic

We'll be using this mock as a starting point. We're going to have to fit each section of the site into the existing format the best we can and we'll be fixing each section as they go.

• Implement a "redesign" feature flag that will control how we load the css / new site designs
• Implement new header bar
• Implement three column layout
• Implement side bar navigation
  • Newsfeed link should go to the existing newsfeed
  • Discover link should go to the existing discover
  • Wallet link should go to the existing wallet page
  • Profile should go to the user's channel page
  • Analysis should go to the analytics page
  • Settings should go to the existing setting page under the hamburger menu
• End to end tests should be updated to work, keeping in mind that this epic will be around until all the screens are done and we'll be able to make everything work together.
