Blogs are Publish only after error state
Summary
If a user enters an error state when working on a blog they can no longer save the blog as a draft and must publish because the error notice hides the save as draft button.
Steps to reproduce
- Create a new blog.
- Click publish on the blog without adding a banner image
- Error message appears hiding the 'save as draft' button
