Old onboarding step still showing behind the new onboarding

Summary

New step added to onboarding wizard in staging. Step does not work, step does not match design of other steps. Other bugs persist in onboarding wizard #2079 (closed)

Steps to reproduce

1. Register a new channel
2. Go through onboarding wizard
3. New step is added to end of onboarding wizard

What is the current bug behavior?

New Broken step is added to onboarding wizard.

What is the expected correct behavior?

• New step should not be released to production until it is functional
• Design should be consistent between new step and old steps
• Existing bugs on onboarding wizard should be fixed before new version is built
