(bug): Explicit channels showing up safe (pending)
Summary
Currently channels have the ability to be both E tagged and marked as safe simultaneously. These snowflaked E channels are showing up in safe mode and top feeds.

Steps to reproduce
You must see one while browsing safe/top feed; it is difficult to reproduce from a user/admin perspective.
