Cleaned up poster component UI

* removed redundant tooltip text on hashtag action button
* made paywall dropdown cursor pointer only in clickable space
* removed cursor pointer
  issue between icons and labels of action buttons
* removed white background color that was overflowing out of textarea
* made hashtag selector instructional text case consistent with other action buttons
* made hashtag dropdown cursor pointer only in clickable space
