(bug): If a user is permanently banned from a group and tries to join it again, they are not notified that they have been permanently banned.
Summary
The "JOIN" button changes to "JOINING" but then quickly changes back to "JOIN". No error message is displayed.
NOTE: The accounts involved are @ satyapriya (banned user) and @ testing567 (moderator).
NOTE: Canary mode is turned on.

What is the current bug behavior?
If a user is permanently banned from a group and tries to join it again, they are not notified that they have been permanently banned. The "JOIN" button changes to "JOINING" but then quickly changes back to "JOIN". No error message is displayed. It seems like a bug and the user will likely be confused.
What is the expected correct behavior?
An error message should be displayed informing the user that they have been permanently banned.
