Reintroduce disable comments option on web

Goal

Allow users to disable comments on their posts from web - currently they only can from mobile.

We need to reintroduce the disable comments option on web. It already exists on mobile and seems functional

Test you can disable comments and enable comments on a post.

Ask design for option position in menu.

It should work out of the box BUT we need to test things work on mobile as their appear.

Users who want to prevent comment interaction on their posts.

Ensure validation is properly happening on server side when adding comments.
Ensure validation is properly happening properly when reading comments.
Reintroduce option to dropdown of your own posts under the edit option.
When comments are disabled, users should not be able to make a comment on a post on web or mobile.
On clicking a disabled comment on web, it should show an appropriate warning if possible, to indicate comments are disabled for that post. Something like "This user has disabled comments on their post"
Update icon title to match the toast message (so that it shows on hover)
When comments are disabled, existing comments should be returned on a post
Make follow-on card for design to implement with Boosting flow.
