I can't thumb up anything but my own posts.

When I try to thumb up ANYTHING it shows on the item I am approving of, but if I refresh the thumb up is gone. People assisting me do NOT get a thumbs up notification from me. I can thumbs down ANY content. I have not received any restriction notice, I have no strikes and my account is in good standing.
