(bug): Diagnostics tool re-initializing on every tick

Testing

• Load sandbox site
• Press Shift+Esc, then order by CPU usage.
• Open DevTools. Look (or filter) for a console message starting with Diagnostics ID. Should contain your GUID (or null if logged out).
• Log out (or log in with an user)
• Look for another Diagnostics ID message.
• Log out (or log in with another user)
• Look for another Diagnostics ID message.
• Ensure CPU usage for Minds tab is not excessive (e.g. 100% constantly. There might be spikes, but high usage should not be constant).
