Some users do not get called for jury duty

Summary

Some users have still not been called for Jury Duty. I have personally not had jury summon yet so can 100% be sure this is a thing.

Steps to reproduce

I presume, you wont see it if you have a low activity account but still use the site a lot (like on my accounts as I spend 99% of my time on GitLab or my local.

What is the current bug behavior?

No jury summons received.

What is the expected correct behavior?

Users should be receiving jury summons equally, else we introduce potential bias.

Possible fixes

I think we need to do something with the selection from the pool to make it more random.
