(feat): jury duty follow up items

• Clicking on media to view full screen should open in new tab so user does not lose place on jury
• Users should not receive strikes for reminding nsfw content that has not yet been marked
• Show results of the jury to users
• Add ability to opt-out forever
• Stop showing jury if content gets deleted
• Give option to abstain from jury once entered
• Ask users to block instead of report when reporting for harassment
• If a post that is already legacy E-tagged gets reported and accepted as NSFW, NSFW should override the E-tag, and no strike should be given
• Send email notification to appealing user with results of appeal and votes
• Change "Actions Taken by Minds" to "Accepted Reports" on content policy page
• Add prompt clarifying exactly what juror is voting for (ie: By accepting this appeal, you believe that this post should not be tagged NSFW for nudity")
• Make obvious that strikes do not result in content removal or bans, and jurors are not voting for such actions
