Do not send marketing emails to banned users

Summary

Marketing emails are still being sent to banned users (token giveaways etc).

Steps to reproduce

1. Ban user
2. Trigger marketing email to that user (should doable via the CLI).

What is the current bug behavior?

User gets sent email when banned.

What is the expected correct behavior?

There should be a line filtering out banned users.
