Custom thumbnails not saving

1. Upload video on web in any browser
2. Go to media page and edit video
3. Upload custom thumb
4. Save
5. Navigate back to channel to see if thumbnail updated
6. On local machines, nothing changes. From another browser, the selector works but the thumbnail upload does not at all.
