Add new setting for newsfeed preferences

Goal

Add a new setting for how you want your newsfeed to be set up as a Network Admin. There will be two different settings.

Newsfeed Settings:

• Option 1) Only shows posts from channels you subscribe to
• Option 2) Shows every post from every channel on the network

What needs to be done

Create a new "mode" for Network Admins in the General tab where the newsfeed points to a Top and Latest feed of the entire network, not just people you subscribe to.

In this mode:

• Notifications should be defaulted to on for every single user so there is a notification for every new post

Acceptance Criteria

• I can go to Admin settings on a network and switch to a new Newsfeed mode
• The latest newsfeed should show chronological posts of everyone on the network
• The top newsfeed should show top engaged content of everyone on the network with some time restriction
• I should get a notification every time someone creates a post
• I should get an email digest of recent posts
