Boost 'ranking' service to ensure fair distribution based on bid price

Goal

To aid with &293 (closed), we require a service that paces the boosts based on their respective bid.

What needs to be done

A long running service that is able to rank boosts based on their respective bids. For example if the total bid pool was $100, and I have bid $10, I should receive 10% of all the available views.
