Add support for shadowstorage creation, not just resize

The module only supports resizing shadowstorage settings.

How to reproduce: apply the vss module on a newly created windows machine

Expected result: the provided VSS configuration should be set up

Actual result:

Error: The specified volume shadow copy storage association was not found.
