Add lifecycle node state transition instrumentation
As offered/requested here: https://github.com/ros2-realtime-demo/pendulum/issues/9
The goal is to have the necessary information in order to track the state of the lifecycle node.
Steps:

figure out where to put the instrumentation in rcl_lifecycle
/rclcpp_lifecycle

add instrumentation to tracetools

add instrumentation to rcl_lifecycle
/rclcpp_lifecycle

add test(s) to tracetools_test
