Add protocol to the proposal injection and fetching in protocol

Currently this is vulnerable to a data withholding attack, where someone injects a proposal, it passes and later on never reveals the pre-image of the hash.

Ideally, it costs some money to inject a proposal and anyone can inject it, but they have to inject the source files in the same transaction.
