automagically generate and place documentation

please investigate using pandoc to turn Readme.md files in to man pages that are installed into the proper place. you can also use the spec files to place the readme where it would belong for those who like to read markdown instead of man pages.

also feel free to install a truncated changelog if there is an appropriate place for it (i dont recall if there is a standard place but i think so)

if generating man pages feel free to also add contributors to the end of the man file and/or readme file as part of the process.

task: investigate what is possible, easy, and hard. try to do the easy stuff and make a new issue or subtask for hard stuff.
